Re: Senate OERI Bill

The Senate Health, Education, Labor, and Pensions Committee's bill reauthorizing the Office of Educational Research and Improvement (OERI) includes a new program in Title II that is intended to provide more support for the development of data systems in State DOEs. The new language, included at the request of Sen. Patty Murray (D-WA) authorizes a new competitive program that will be awarded to State educational agencies to develop statewide, longitudinal data systems. States education agencies may use funds to develop a statewide, longitudinal data system to track individual student progress based on a unique student identifier, to more accurately capture and report student data - a) to comply with No Child Left Behind; b) to facilitate research to improve student achievement; and c) to be used for other purposes. The grant program did not have a specific authorization.

It is not clear that OERI will be reauthorized this year since Congress is
leaving in about a week and there are significant differences between the Committee bill and the OERI bill that passed the House. Moreover, even if this language was enacted this session, there is no money appropriated for this program this year. Sen. Murray is committed however to including this program in the OERI authorization next year if necessary and pursuing an appropriation for the program for the next fiscal year.
